To attend to the health of the persons is an old (a former) occupation. It has changed notably with the evolution of the Medicine, although it must always be considered that the end purpose is the pursuit of the well-being of the persons and not the technical advance by itself.

The public administration, as it is written in the Fundamental Spanish Law, is the responsible in charged of distributing the sanitary services to the citizens. When this idoes not happen, it can be due to the following reasons: juridical Impossibility (not have right to it) or clinical impossibility (not to be possible or not to be suitable in this area). But It can happen that, without giving any of these premises, the patient, either totally or partially, dont receive the due service, in which case there is a deficient functioning of the service and the consequent accountability.

Any assistance in the clinical area has to be rendered under the unavoidable ethical, deontological, or legal models, among them should be specially hilighted the distribution of a humanized assistance. We must not forget that in the medical asistance relationship, the patient is the weakest and disadvantaged part.
