    Las políticas públicas del siglo XIX pueden considerarse lejanas en el tiempo y en los conceptos a las actuales, sin embargo, no lo son tanto por cuanto tenemos unas instituciones dotadas de sus propios recursos (las Diputaciones), obtenidos mediante sus propios impuestos y tenemos unas crisis económicas, que se han repetido en sucesivas oleadas a lo largo de la historia del capitalismo y cuyos efectos se han sentido en el País Vasco con intensidades y velocidades distintas. Se trata de ver el uso de la especificidad, en el marco de la hacienda española, foral primero y luego concertada desde las Diputaciones del País Vasco, para incidir en la solución de distintas cuestiones coyunturales: impulso a la construcción de ferrocarriles, apoyo a las empresas desde la tributación, solución del problema del paro, quiebras bancarias, etc. Esto fue posible, precisamente, porque las Diputaciones de Alava, Gipuzkoa y Bizkaia mantuvieron unos sistemas tributarios propios con sus propios ingresos y con ellos mantuvieron una gran libertad de la política de gasto.

    The public policies of the 19th century can be considered to be distant in regards to time and current concepts, nevertheless, they are not as much since we have a few institutions which are provided with their own resources (the Chartered Governments), obtained by means of his own taxes and we have a few economic crisis which have repeated themselves in large successive waves throughout the along the history of capitalism and whose effects have been felt in the Basque Country with intensity and different speed. It is a matter of seeing the use of the specifics within the frame of the Spanish revenue system, statutory estate first and then coordinated from the Chartered Governments of the Basque Country, to affect the solution of an array of common matters: I state that the following be fostered the construction of railroads, I support companies regarding taxation, a solution to the unemployment problem, bank bankruptcies, and so on. This was possible, precisely because the Chartered Governments of Alava, Gipuzkoa and Biscay maintained their own revenue systems with their own incomes and with these they subsequently had greater freedom in their expense policy.
