O panorama actual da educação de surdos. Na senda de uma educação bilingue

    The eighteenth and nineteenth centuries were considered an �enlightened era� for deaf education. There were many deaf teachers and the use of signed languages was dominant. Everything changed with the Milan Congress in 1880, which approved an oral approach instead. In the 1960s, a growing awareness that the oral method wasn�t working led to the reintroduction of signs inside the classroom. However, they were used as a mere instrument, not as a marker of deaf identity and culture. Bilingualism/ biculturalism appeared in the 1980s with the aim to ensure that recognition and to give deaf the right to accede education through their first language. Although the World Federation of the Deaf considers the use of this method a question of human rights, other approaches subsist such as the oral method and total communication.

    In this article, we reflect about the obstacles bilingualism has been facing in deaf education, questioning the speeches we have nowadays about the difference.

    Os séculos dezoito e dezanove foram uma época dourada para a educação de surdos.

    Existiam muitos professores surdos e era natural o uso da língua gestual. Tudo mudou com o Congresso de Milão, de 1880, que aprovou o método oral puro. Nos anos 1960, a consciência do fracasso do oralismo levou ao regresso dos gestos à sala de aula. Contudo, estes eram usados como um mero instrumento, e não como um marcador da identidade e cultura surdas. O bilingualismo/ biculturalismo apareceu nos anos 1980, procurando assegurar esse reconhecimento e garantir aos surdos o acesso à educação através da sua primeira língua. Embora a Federação Mundial dos Surdos considere que o uso deste método é uma questão de direitos humanos, as práticas escolares mostram que outras abordagens subsistem, nomeadamente o oralismo e a comunicação total.

    Neste artigo, reflectimos sobre os obstáculos que se têm colocado à implementação do bilinguismo na educação de surdos, questionando os discursos actuais sobre a diferença.
