  Las Constituciones representan un proyecto de convivencia que entraña el triunfo de la Libertad frente al Poder, pues suponen la sublimación y la apoteosis del desvelamiento progresivo de la idea de Libertad en la historia y el cumplimiento del eterno motivo humano de que el poder de un hombre sobre otros sea limitado y controlado. Estas ideas, como se deduce fácilmente, necesitan de un grado de desarrollo mental y social que únicamente puede alcanzarse mediante la instrucción y la educación; en suma, la idea misma de Constitución lleva aparejada la necesidad de creer en ella, y ello sólo se puede conseguir mediante su difusión, divulgación y transmisión. Consecuentemente, la Educación constitucional se convierte en el único instrumento para conseguir el éxito del plan constitucional, pues la Constitución no se impone por la fuerza; la Constitución se impone única y exclusivamente mediante una adecuada Educación constitucional. A lo que cabe añadir la importancia de la educación y construcción de la ciudadanía plural.

  Constitutions represent a Project of coexistence that involves the triumph of Freedom over Power, because they entail the sublimation and the apotheosis of the progressive unveiling of the idea of Freedom in history and the achievement of the eternal human reasoning that the power of one man over others is limited and controlled. These ideas, obviously, need some mental and social development that can only be reached through training and education. Overall, the idea of Constitution brings with it the need to believe in it and this can only be achieved through its spreading, dissemination and transmission. Consequently, constitutional education becomes the only instrument to make the constitutional plan successful because the Constitution is not to be imposed by force; the Constitution only prevails through appropriate constitutional education. The importance of education and the construction of a plural citizenship is also to be underlined.
