    Itineraires de la durabilité pour les districts industriels. La tannerie de Arzignano (Vicenza):l'èvolution de la gestion des décharges. - Forme typique des districts manufacturiers qui ont fait le succès économique de l'Italie de Nord Est, les tanneries de la Vallée du Chiampo (Vicenza) proposent aussi un cas exemplaire d'imposition de la dégradation de l'environnement comme coût social de la production, avec des tensions sociales conséquentes également typiques. Les eaux polluées qui dérivent de la production des peaux conditionnent la qualité du bassin fluvial du Fratta-Gorzone (qui reçoit le débit des installations de traitements des eaux industrielles), autant que de la nappe phréatique.On propose ici l'application de permis de pollution négociables, envisageant une coïncidence entre la logique économique e le respect de la qualité de l'environnement. Les acteurs sur place sont envisagés, leurs intérêts définis pour aboutir à un nouveau équilibre entre développement et durabilité.

    Sustinability Paths in Industrial Districts. The Tannery Settlement of Arzignano [Vicenza]:the Evolution of Discharges Management. - The paper presents the case study of the tannery district in the Province of Vicenza, with a very high manufacturing concentration, for its extension, for the environmental impact and the socio-economical relevance in North East Italy. The impact of wastewaters from the industrial cycles on water bodies is one of the most significant criticalities of the settlement, which heavily conditions the water quality of the whole catchment basin of the Fratta-Gorzone river, receiving the discharges of the five wastewaters treatment plants in the area. The tradable discharge permits (TDP) system is proposed and applied to industrial discharges from the district; the authorization system aims to stimulate, also wìth an economic tool, the environmental efficiency of the district, whose implementation requires the participation of all the private and institutional interested subjects (Veneto Region, the Province of Vicenza, the Water Authority of the Chiampo Valley, the Communes, etc.). The paper proposes a path starting from the existing tools to achieve its environmental compatibility, in the district, implemented with the tradable discharge permits system for industrial wastewater discharges.
