    En este artículo se busca analizar los alcances de la participación ciudadana en el nuevo proyecto de Constitución, comparándolo con los textos de la anterior Carta de 1998, en el marco de crisis del régimen político. Se plantea que el nuevo texto mantiene y amplía los contenidos sobre participación respecto de la Constitución de 1998 y se formulan varios interrogantes sobre la articulación entre sociedad civil, sistema político y Estado en una fase de fortalecimiento estatal, debilidad de los actores sociales y un gobierno apático a la participación.

    This article analyses the scope of citizen participation in the new constitutional project in Ecuador. This work draws comparisons between the 2008 project of constitution and the 1998 Constitution within the parameters of a discussion about political regime crisis. It argues that the 2008 project upholds and builds upon the promises of participation included in the 1998 Constitution. The author questions the relationship between civil society, political regimes and the State in a context of state-strengthening, weak social actors and a government indifferent to participation.
