    The complexity of the relationships between the government of the City and Islam goes far beyond mere confusion. In the history of Islam, up to the more recent period, one can identify a tendency of separation between the functions of the government and those of religious legitimization, as well as a proclivity on the part of the political power to control the institutions of religious legitimization. Political Islam, which emerged in the 1970s, has raised with acuteness - although indirectly - the question of this authoritarianism, but has not answered it. Nevertheless, today in the Arab-Muslim world, the political debate focuses much more on the problem of the mode of government and of its authoritarianism than on its relationship with religion.

    Les rapports entre le gouvernement de la cité et l’islam sont des rapports complexes, qui vont beaucoup plus loin qu’un simple rapport de confusion. Dans l’histoire de l’islam, jusqu’à la plus récente, on peut repérer une tendance à la séparation des fonctions de gouvernement et de légitimation religieuse ainsi qu’une propension, de la part du pouvoir politique, à contrôler les instances de légitimation religieuse. L’islamisme politique, qui naît dans les années 1970, a posé avec acuité – mais de manière indirecte – la question de cet autoritarisme, sans jamais la résoudre. Aujourd’hui, pourtant, la question du gouvernement dans les pays arabo-musulmans se rapporte beaucoup plus au problème du mode de gouvernement et de son autoritarisme qu’à celle de ses rapports avec le religieux.
