Resumen de La Reforma Universitaria Nicolaita 1971-1986

Este trabajo analiza el proceso de transformación académica, administrativa y normativa, operado en la Universidad Michoacana de 1971 a 1986, bajo el proyecto modernizador de la educación superior implementado por el presidente Luis Echeverría Álvarez y mantenido, con algunas variantes, por sus sucesores José López Portillo y Miguel de La Madrid Hurtado. Dicho proyecto se proponía modernizar a la universidad a fin de hacerla funcional, adecuarla a las exigencias de la nueva etapa del desarrollo económico del país; convertirla en el motor del desarrollo industrial, formando los recursos humanos necesarios; superar el modelo de universidad tradicional y estructurar el currículo a partir de las necesidades del aparato productivo. Para lograr este objetivo, el gobierno federal a través de la ANUIES adoptó el modelo departamental de la educación superior de Estados Unidos, y la Universidad Michoacana al ponerlo en práctica recibió un apoyo financiero extraordinario. Sin embargo, el mencionado modelo chocó con la estructura universitaria tradicional muy arraigada y, por lo mismo, difícil de cambiar.

This paper analyzes the academic, administrative and regulatory transformation process which took place in the Michoacana University from 1971 to 1986 under the modernizing project of higher education implemented by the President Luis Echeverría Álvarez and maintained, with certain variables, by the following presidents José Lopez Portillo and Miguel De La Madrid Hurtado. The purpose of that project was to modernize the University in order to adapt it to the demands of the new stage of the economical development of the country and to make it the engine of the industrial development by forming the necessary human resources. The project implied to overpass the traditional university schema and to structure the curricula keeping in mind the production needs. In order to do that, the Federal Government, through the ANUIES, adopted the departmental model used in the United States. The Michoacana University received the necessary money to put it into practice. However, the American model crashed against the university traditional structure. Therefore, it was difficult to change.

Ce travail analyse le progrès de transformation académique, administrative et normative fait à l'Université Michoacana de 1971 à 1986 sous le projet modernisateur de l'Éducation Supérieur introduit par le président Luis Echeverría Álvarez et continué, avec quelques variantes, par leurs successeurs José López Portillo et Miguel de la Madrid Hurtado. Ce projet a proposé la modernisation de l'Université à fin de l'adapter aux exigences de la nouvelle étape du développement économique du pays et de la transformer dans un mot ur de croissance industrielle, en formant les sources humaines nécessaires. Cela comprend la résolution du schéma traditionnel universitaire et la structuration des curricula à partir des besoins de l'appareil productif. Pour cela, le gouvernement fédéral à travers l'ANUIES, a adopté le modèle départemental employé par l'Éducation Supérieur aux Etats-Unis. L'Université Michoacana a reçu l'appuie financier pour le mettre en pratique. Bien que, le modèle ait choqué avec la structure universitaire, il a été bien difficile de la changer.
