    The "democratic" landscape as a tool for interpreting the relationship between population and territoty: applications to the Venetian plain case study.

    -The European Landscape Convention offers new perspectives on institutional policies and social practices concerning the landscape, as well as on research questions about the relationship between population and territory, which landscape can reveal. This paper proposes some landscape categories as interpretative keys, useful for the investigation of complex changing territories: "the landscape of safeguards", "the landscape of abuses", "the democratic landscape". Unlike the others, the democratic landscape, understood as a kind of ideal aim, is constructed by a community in which the starting conditions and level of participation in the decision-making process are equal for all, leading to a positive dialogue between rules, interests and resources. The urbanization process in the Venetian plain (well known as a "diffused city") represents an emblematic case study. In this perspective, using landscape as a synthetic indicator of territorial sustainability in all its facets, the democratic landscape can be considered as a benchmark of the distance to be covered.

    Le paysage "démocratique" comme catégorie d'interprétation du rapport entre population et territoire: applications au cas de la plaine vénitienne. La Convention Européenne du Paysage offre des nouvelles perspectives aux politiques institutionnelles et aux pratiques sociales de paysage ainsi qu'aux recherches scientifiques sur les rapports entre population et territoire, perspectives qui peuvent etre révélées par la paysage.

    Cet article vise à présenter des catégories d'interprétation du paysage à l'usage d'un travail d'investigation des changements territoriales: "paysage des tutelles", "paysage de l'abus", "paysage démocratique". En tant qu'enjeu idéal,le paysage démocratique est construit par une collectivité dans laquelle des conditions de départ et de participation au processus décisionnel sont posées de manière égalitaire. Il se déploie dans un dialogue complexe de normes, intérets et ressoLlrces. Le processus d'urbanisation dans la plaine vénitienne ("ville diffuse") représente un cas d'étude emblématique. Si le paysage peut etre considéré un indicateur synthétique de durabilité territoriale dans tout ses dimensions, le paysage démocratique peut représenter un benchmarK de la distance à parcourir.
