Resumen de Política educacional brasileira e catarinense (1934-1996): uma inspiraçao meritocrática

  This study investigates the meritocratic concept found in official education policies in Brazil and Santa Catarina State during the 20th century. It is based on the supposition that these ideas, which consider educational merit as an archetype of personal merit, are at the center of the analysis and of the measures aimed at education in the country. To do so, we first analyze the etymological meaning of the term merit, in an attempt to understand the meaning attributed to the terms meritocracy and school meritocracy. We then examine the use of these and related terms in the federal and Santa Catarina State constitutions, and in Brazilian educational legislation from 1934-1996. The lexicological and syntactical study of these terms allowed the construction of tables and offered some indications that help understand the changes in the references of Brazilian educational policy.

  Neste estudo, procuramos investigar a concepção meritocrática presente nas políticas oficiais destinadas à educação brasileira e catarinense ao longo do século XX. Partimos do pressuposto de que esses ideais, que consideram o mérito escolar como arquétipo do mérito pessoal, estão no centro da reflexão e das medidas voltadas à educação nacional. Para tanto, analisamos, primeiramente, o sentido etimológico do termo mérito, buscando compreender o significado atribuído aos termos meritocracia e meritocracia escolar. Em seguida, examinamos a incidência desses termos e de seus correlatos nas constituições federais e do Estado de Santa Catarina, assim como na legislação para a educação brasileira, entre 1934 e 1996. O estudo léxico e sintático desses termos permitiu a construção de tabelas e ofereceu algumas indicações que ajudam a compreender as mudanças nos referenciais da política educacional brasileira.
