Resumen de Investimentos públicos e desenvolvimento local: sentidos estratégicos dos recentes projetos e políticas públicas no Rio de Janeiro

  A retomada dos investimentos públicos em atividades infra-estruturais e produtivas nos últimos anos, no Brasil, denota uma recomposição da capacidade de atuação do Estado na organização territorial, representando certa intervenção na tendência neoliberal, presente no processo de globalização, de uso instrumental do território e de aniquilamento da política como forma legítima de enfrentamento das tensões presentes na sociedade civil. A análise das mudanças territoriais recentes no estado do Rio de Janeiro, marcadas especialmente por uma nova configuração do espaço metropolitano e um maior dinamismo no interior do estado, evidencia que tais mudanças estão associadas aos investimentos logísticos e produtivos realizados pelo Estado, bem como à atuação estatal na rearticulação de recursos de empresas públicas e privadas, com claras repercussões em termo de uma expansão territorial real e da redefinição do papel das cidades na rede urbana.

  The rebirth of public investment in infrastructure and productive activities during the last years in Brazil indicates a recovery on the capacity of action of the State in the territorial organization. This comes as a result of a certain intervention in the neoliberal tendencies. Those use the territory in an instrumental way and also annihilate policies as a legitimate way of confronting the tensions around the civil society. These relations are possible because of the structure of a global world that generates these kinds of processes. The analysis in recent changes in the territorial of the State of Rio de Janeiro can be recognized especially by a new configuration of the metropolitan area and a greater dynamism in the inner state. This shows that such changes are related to logistical and productive investments made by the State, as well as State actions in the rearticulation of public and private company�s resources, with clear repercussions in terms of a real territorial expansion and the redefinition of the role of cities in the urban network.
