Among the numerous problems that are common to the Latin-American metropolises, such as the deep socio-spatial segregation, the impressive territorial fragmentation and the real estate valorisation that overvalues some territories, whilst it depreciates others, we have chosen to focus on the management of the metropolitan regions. That question clearly indicates that due to the great current changes of the economical restructuring - a process that strengthened the capitalist logic of social development - the traditional form of thinking urban planning has found its limits. Consequently, this issue of metropolitan management shows the need to look for new ways of metropolitan administration that can answer to the new realities that are faced.
The main metropolitan regions of South America: Buenos Aires, São Paulo and Santiago form our references to characterize the recent changes from a territorial point of view on the one hand; and relative to the new determinations of the metropolis on the other hand. This leads us to discuss the challenges that metropolitan management face in a scenario of governability fragmentation.
Dentre os vários problemas comuns às metrópoles latino-americanas, tais como a aguda segregação sócio-espacial, a impressionante fragmentação territorial e a valorização imobiliária que supervaloriza alguns territórios, ao mesmo tempo em que desvaloriza outros, elegemos a questão da gestão das regiões metropolitanas. Essa questão traz com incrível clareza o fato de que devido às grandes mudanças decorrentes da reestruturação econômica - que se constituiu num processo que reforçou a lógica capitalista de desenvolvimento social - a forma tradicional de se pensar o planejamento urbano encontrou o seu limite. Consequentemente, a questão da gestão metropolitana traz com extraordinária nitidez a necessidade de se buscar novas formas de planejamento que possam responder à nova realidade que se apresenta.
Essa discussão tem como referência as principais regiões metropolitanas da América do Sul: Buenos Aires, São Paulo e Santiago buscando caracterizar as mudanças recentes, quer do ponto de vista territorial, quer relativas às novas determinações da metrópole com o objetivo de discutir os desafios que se apresentam à gestão metropolitana diante de um quadro muito comprometedor de fragmentação da governabilidade.
