    El suplicatorio nace como un mecanismo de autodefensa del poder legislativo, frente a posibles ataques que busquen alterar el normal funcionamiento de las cámaras parlamentarias. Constituyéndose, al fin, en una verdadera prerrogativa a favor de los parlamentarios, es razonable pensar que la misma deba cumplir con una serie de requisitos para poder ser efectiva. No quedando, nunca, su utilización al libre albedrío del poder legislativo.

    The request come as a self-defense mechanism of the legislative power, against possible attacks that seek to alter the normal functioning of the parliamentary chambers. Being, at last, a real privilege for members of parliament, it seems reasonable that it should comply whit a number of requirements in order to be effective. No remaining, never, its utilization free will of the legislative power.
