    Dado que el artículo trata del futuro del sector público, se aborda en primer lugar la delimitación del mismo. Se pasa después al análisis de las empresas públicas en el Tratado de la Unión Europea, llegando a la conclusión que en el futuro el sector público empresarial irá disminuyendo, sin embargo en la práctica en las Comunidades Autónomas y en los ayuntamientos ha continuado creciendo. El apartado tercero trata del análisis de las políticas públicas en el marco del futuro del sector público, planteando la cuestión política fundamental a la que se enfrentan los sistemas económicos: ¿Cuál es el papel adecuado del Gobierno y del mercado en el funcionamiento del sistema económico? Se pasa después a analizar los fallos del mercado que justifican la intervención pública. Para conocer el éxito o el fracaso del mercado se utilizan dos criterios: la eficiencia y la equidad distributiva. Se aborda después como las pensiones, la sanidad y los servicios sociales son las tres políticas públicas que van a condicionar el futuro del sector público administrativo en España. En el Apartado 6 se efectúa la evaluación de las citadas políticas públicas, llegando a la conclusión de que las tres son insostenibles a largo plazo. Ante esta conclusión, se procede en el Apartado 7 a exponer las reformas para hacerlas sostenibles.

    Due to the fact that this article refers to the future of the public sector, the first point analysed will be to set its limits. Secondly, the article will examine the role of the public companies in the European Union Treaty, reaching the conclusion that in the following years the public business sector will be gradually decreasing, although, it has not been the reality in the Spanish Autonomous Regions and City Councils, where the importance of the public sector has been increasing. The third point of the article talks about the future of the public politics, stressing in the political question to which the economic sectors are faced to: Which is the appropriated role for the government and the market in the economic system? There will be, afterwards, an analysis of the market failures which are the justification for the public sector intervention. To decide about the market's success or failure, two criterions will be used: the efficiency and the equity on the distribution. The next question raised in the article is how pensions, public health and social services are the three public politics that will decide the future of the Spanish public administrative sector. Finally, in the Section 6, there will be an evaluation of these public politics, reaching to the conclusion that the three of them are not affordable in the long term. Then, in front of this conclusion, in the Section 7, there will be a presentation of the changes needed to make them affordable
