    • The Scottish Parliaments operation and work over its first decade has been informed by the principles of openness, inclusivity and participation, cooperation and accountability. These principles stood it in good stead in dealing with public confidence and Parliamentary expenses. They have also informed the process of legislative and policy development as well as the policies pursued. A new stage in the Parliaments development came with the election of the SNP Minority Government. The lack of an automatic majority has necessitated building support both within and outside the Parliament. Devolution remains unfinished business. Future developments, whether based on the Governments National Conversation or some other proposals, require to be informed by the same principles that were established at the foundation of the Parliament and continue to guide its development.
