La flexiguridad no es un concepto nuevo en el lenguaje sociolaboral, pero aun así requiere todavía claridad de ideas y comprensión y sobre todo, un tratamiento personalizado en cada país en el que se intenta implementar. Por un lado debe conocerse el marco que establece la UE para trabajar el concepto de flexiguridad y después adaptar dicho marco a la situación en España y es en este contexto en el que el modelo de flexiguridad debe tener cabida, pero para poder trabajar en nuestra propia flexiguridad resulta necesario crear la cultura del cambio en la política de empleo, una cultura que debe ser transmitida a todos los agentes implicados en nuestro modelo productivo. Sin cultura, sin ser conscientes de la necesidad de cambiar el modelo y sin formación será imposible abordar una nueva política de empleo. Por ello es el primer objetivo del que tienen que partir los Estados, buscar y propiciar el encuentro, y la motivación de los agentes sociales.
Flexicurity is not a new concept in social and employment matters, but it requires clarity of ideas and understanding, and above all personalised treatment in each country where it is to be implemented. The framework established by the EU for working with the concept of flexicurity must be known and adapted to the situation in Spain. It is in this context that there must be room for flexicurity, but before we can work on our own flexicurity we must create a culture of change in employment policy. That culture must be transmitted to all stakeholders in our structure of production. Without such a culture, without an awareness of the need for change in the structure and without training it will not be possible for a new employment policy to be tackled. The first objective of states should therefore be to seek out and encourage meetings with and motivation of social partners.
