    • Discussions on the reconstruction of citizenship by the media gathered momentum with the advent of new digital technologies. The critical eyes on the global village, defended by McLuhan, changed with a new evaluation and new concepts have been absorbed by chains have studied the subject. But such ideas gained opposition�s midiatics, with the emergence of open environments to the large mass, such as YouTube, where users become creators of content. This article presents the crossing of a quantitative and qualitative approach. The research literature provides the first elements for a reflection on the concepts of popular video, tied to the construction of citizenship through communication. A query to the site You Tube, by keywords, held in the period from September 25 to 05 of October 2007, ratified the hypothesis that the use of the Internet and technology, in cases like the object of this research, serves as instrument of (re) construction of citizenship by marginalized groups.
