    Este escrito tiene como fin explicar la paradoja que se observa en Bogotá durante la República Liberal, en la que existe crecimiento económico y un conjunto significativo de entidades de atención a la población pobre y sin embargo la pobreza pervive. Tras un examen de los derroteros de la política nacional y de las actuaciones del gobierno de la ciudad, en materia de protección social, se concluye que el nivel central no genera la regulación pertinente sobre el mundo laboral y el local desarrolla medidas paliativas que resultan fragmentarias y meritocráticas, distantes del universalismo requerido para superar la pobreza.

    This anicle seeks to explain the paradox, in Bogotá during the Liberal Republic, in which there was both economic growth and a significant group of entities attending to the poor and yet the persistance of poverty. Alter examining the social-protection measures at both the national and city level, the anicle concludes that the central state did not adequately regulate the labor market and the city developed scattered and meritocratic-based paliative measures that were far from the universal policies needed to overcome poverty.
