    Las mancomunidades son agrupaciones supramunicipales que gestionan determinados servicios, lo que las hace configurarse como entes con competencias claras en la vertebración del territorio. Dentro de Guipúzcoa existen dos grandes tipologías; las que se encargan del abastecimiento de agua y aquellas que recogen, tratan y gestionan los residuos. Son estas últimas las que van a ser objeto de estudio en el presente artículo. Las basuras aparecen como uno de los problemas más acuciantes a resolver de cara a una gestión sostenible del territorio. Guipúzcoa no es ajena a esta problemática y en los últimos años se viene dando un intenso debate acerca de las metodologías más apropiadas. No obstante, es necesario un conocimiento lo más fidedigno posible tanto de las diferentes tipologías como de sus cantidades.

    Unions of services are supramunicipal groupings; they manage certain services, which makes them form itself like beings with clear competitions in the vertebration of the territory. There are two great types in Guipúzcoa; those that are in charge of the water supply, and those that gather, threat and manage remainders. These last ones will be studied in this article. Sweepings appear like one of most pressing problems to solve facing a sustainable management of the territory. Guipúzcoa is not other people's to this problem, and in the last years an intense argument about the most appropriate methodologies has occurred. Nevertheless, the possible most trustworthy knowledge as much of the different types is necessary as from its amounts.
