Problemáticas histórico sociales que afectan la relación ciencia-tecnología y sociedad en América Latina: breve esbozo

    Este trabajo tiene como objetivo analizar algunas problemáticas histórico-sociales que afectan el correcto desarrollo de la ciencia y la tecnología en América Latina a través de un breve esbozo. Las problemáticas a tener en cuenta en este documento son: La fuga de cerebros, la educación superior, el papel jugado por las instituciones internacionales, y la integración. Este trabajo refleja problemáticas relevantes dentro del contexto social latinoamericano, muchas han sido tratadas con anterioridad, lo cierto es que cada problemática discutida y tratada con la comunidad de América Latina y el mundo para el bien de nuestras sociedades del Sur, implica un nuevo paso hacia el desarrollo, no solo de tipo económico sino de tipo social el cual debe ser considerado de mayor importancia en tanto es la sociedad en su pleno desarrollo la encargada de avanzar en los planos económico y político. La fuga de cerebros es un fenómeno común y que a veces pasa desapercibido pero que reviste una importancia vital para la relación Ciencia- Tecnología y Sociedad, ¿qué propicia ésta fuga?, ¿cómo se puede evitar?, pero generalmente esta fuga tiene como fuente los profesionales egresados de la Enseñanza Superior, otra problemática que se ha convertido en fuente de lucros y cuya verdadera importancia aparece resquebrajada a pesar de que muchas instituciones se han trazado el desarrollo de la misma entre sus objetivos sin que se haya cumplido en la realidad por lo menos su función social y finalmente se trata la problemática integracionista pues puede ser perfectamente la solución a estas y otras problemáticas que frenan el desarrollo social de nuestras naciones, todo esto esbozado de manera breve.

    This work has the objective to analyze some historical-social problems which affects the correct development of science and technology in Latin America across a brief sketch. The problems reviewed in this document are: The brain drain, the higher education, the role played by the international institutions, and the integration. This work reflects the relevant problems within the latin-American social context, many has been analyzed previously, every problem discussed and treated with latinamerican community and the worldon behalf of the southern societies, implies a new step to development not only in economical manner but also in social manner too, which must be consider of higher concern because the society it�s responsible of the advance in economy and politics. The brain drain is a common phenomenon and that sometimes goes unnoticed but that science - technology and Society re-dresses a vital importance for the relation, ¿Which are the causes of this drain?, ¿how can it be avoid?, but generally this drain has as source the professionals graduated from the Higher education, another problem that has turned into source of profits and which real importance turns out to be cracked in spite of the fact that Many institutions have planned the development of the same one between their real objectives and their social function has been fulfilled in the reality, at last and finally the problems integrated since it can be perfectly the solution to these and others problematic that stop the social development of our nations, all that outlined of a brief way.
