    El principal objetivo de esta investigación es determinar los factores que intervienen en el desarrollo del GE en la Alcaldía del municipio Escuque, el cual les permita implantar el Gobierno Electrónico, fortaleciendo y mejorando la actual gestión con ciertos lineamientos y parámetros a seguir, logrando de esta manera convertirse en instituciones participativas y transparentes, brindando el acceso de la información pública a los ciudadanos, así como facilitarles a estos una serie de gestiones, servicios y trámites por la vía telemática a través de un portal Web. La investigación fue de tipo descriptiva y de campo; el tipo de diseño no experimental y transeccional. Se establecieron dos poblaciones de estudio, para el primer caso se determinó el tamaño de la muestra de 220 sujetos y utilizando un muestreo estratificado, y para el segundo caso se realizó un muestreo por conveniencia seleccionando 24 jefes. Los instrumentos de recolección de datos estuvieron conformados por dos cuestionarios con 22 y 30 preguntas, basados en herramientas ya aplicadas. En la Alcaldía se observó una estructura tecnológica y organizacional baja, con capital humano insuficiente a nivel de informática, y una baja capacitación tecnológica en el personal, además la mayoría de los departamentos no están automatizados, los equipos de computación son insuficientes o inexistentes y sin accesibilidad a Internet, se recomienda incentivar el uso de las TIC implementado para ello planes de capacitación tecnológica al personal de la Alcaldía.

    The main objective of this investigation is to determine the factors that intervene in the development of the GE in the Municipality of Escuque of Trujillo state in Venezuela in order to implant the Electronic Government, fortifying and improving it with certain lineaments and parameters to follow, to become a participative and transparent institution, offering the access of the public information to the citizens. The type of investigation was descriptive and field; the type of non experimental and transectional design. Two populations of study settled down, for the first case the adapted size of the sample of 220 subjects was determined, the second was a sampling by convenience selecting 22 heads of department. The instruments of data collection were conformed by two questionnaires to 22 and 30 questions, based on instruments already applied. A low technological and organizational structure was observed, with insufficient human capital to computer science level, and a low technological training in the personnel, most of the departments are not also automated, the calculation teams are insufficient and without accessibility to Internet, the little will of the leaders is perceived to impel a process modernization guided to implant the GE. It is recommended to motivate the use of the CIT, to include plans of technological training to the personnel of the Governorship.
