Resumen de Políticas de apoyo a la investigación en España y en la Unión Europea

  La Investigación, el Desarrollo tecnológico y la innovación (I+D+i) resultan clave para el crecimiento económico y social a medio y largo plazo y tanto la Comisión Europea como España han focalizado sus esfuerzos en esta materia. Entre las políticas europeas destacan la creación en 2006 de un programa de competitividad e innovación para PYMEs y la potenciación del Programa Marco de Investigación y Desarrollo. Por su parte, el Gobierno de España ha situado la I+D+i en el centro de su estrategia económica, a través del lanzamiento del programa Ingenio 2010, basado en un aumento sin precedentes en los recursos para I+D+i, la focalización de estos recursos incrementales en actuaciones estratégicas y mejoras en planificación, gestión y evaluación. Además, se acordó con las CC.AA. el desarrollo de una estrategia nacional de ciencia y tecnología. Los indicadores disponibles corroboran que la política de I+D+i ha sido acertada, pero aún queda camino para alcanzar la plena convergencia tecnológica con Europa. Por ello, las políticas se van a reforzar en esta legislatura. El nuevo Ministerio de Ciencia e Innovación mejorará la coordinación entre los agentes implicados y garantizará el desarrollo del Plan Nacional de I+D+i 2008-2011. El Plan, que contará con el doble de recursos que el anterior, focaliza los esfuerzos al reducir significativamente el número de convocatorias y apostar, por primera vez, por cinco áreas prioritarias de futuro. Además, para mejorar la gestión se crea una �Ventanilla Única� telemática para las ayudas de I+D+i.

  Research, development and innovation (R&D&i) are key to economic and social development in the medium and long-term. Thus, the European Commission and Spain have focused their efforts in trying to foster the development of this area. Among the most important European initiatives related to R&D&i, the launch of the Competitiveness and Innovation Programme for SMEs in 2006 and the enhancement of the Framework Programme for Research and Technological Development should be remarked. The Government of Spain has placed R&D&i policy at the core of its economic policy, through the launch of the Programme INGENIO 2010. This Programme has meant a significant increase of resources to support new strategic initiatives and an improved system of planning, management and evaluation. The Government of Spain has also agreed with regional governments a national strategy for science and technology. Available indicators suggest that the R&D&i policy implemented in Spain recently is working. However, there is still a large gap to reach complete technological convergence with Europe. The socialist government is, therefore, in its new term going to reinforce R&D&i policy. One of its first initiatives has been the creation of a new Ministry of Science and Innovation to improve coordination among all agents involved and to run the new and improved National Programme for R&D&i 2008-2011. This Programme has twice the resources of the previous one and focuses actions in five areas identified as key for economic growth. Moreover, to improve management it creates a single point of internet access to manage all R&D&i initiatives.
