Resumen de Discapacidad y exclusión social en Panamá: entre instituciones y legislación el individuo excluido

El presente trabajo de investigación cuyo titulo es Discapacidad y exclusión social en Panamá: entre instituciones y legislación el individuo excluido, plantea como punto central un debate en torno a la existencia o no de una posible relación entre discapacidad y exclusión social. Para ello se analizará en primer lugar cómo han evolucionado ambos paradigmas (exclusión socialdiscapacidad) dentro de las ciencias sociales, para así establecer una relación directa entre ambos.
En un segundo lugar, el trabajo se centrará en conocer, sistematizar y analizar la legislación existente en Panamá, en cuanto al tema de estudio (exclusión social-discapacidad) y caracterizar cómo estas, desde la formalidad jurídica, conciben y enfrentan este binomio. En cuanto al estudio de las instituciones, este permitirá recolectar información de sus planes programas y proyectos en cuanto a la atención e inserción social de las personas con discapacidad en Panamá. Todo ello con el objetivo de establecer si el modelo legal-institucional panameño enfrenta de manera contundente la exclusión social en las personas con discapacidad.

This research work whose title is Disability and Social Exclusion in Panama: Between Institutions and Legislation, the Excluded Individual, focuses on a debate on the existence or not of a possible link between disability and social exclusion. First of all, it examines how both paradigms have evolved (social exclusion, disability) within the social sciences, so as to establish a direct relationship between the two of them.
Secondly, this research will focus on learning, systematization and analysis of the existing legislation in Panama on the subject of study (social exclusion, disability) and characterization of how these are conceived and faced up from the legal formality.
As for the study of institutions, the article will allow to gather information relevant to their plans, programs and projects, regarding care and social integration of people with disabilities in Panama. This pursues to establish whether the legal & institutional Panamanian framework bluntly confronts the social exclusion of people with disabilities.
