La oferta financiera agrícola en el estado Lara

    En la investigación se presentan los resultados de un trabajo realizado bajo la modalidad de estudio descriptivo que tuvo como objetivo principal estudiar la oferta financiera del sector agrícola, específicamente en el estado Lara, para un periodo determinado. El financiamiento agrícola ha sido deficiente para cubrir la demanda, con restricciones de acceso, poco cercano al productor, inoportuno y con poca disponibilidad. Las políticas de financiamiento han tenido poco efecto en la producción, son descoordinados, no propician la armonía entre las instituciones, no promueven el surgimiento de nuevas instituciones, por el contrario las han eliminado. La presencia de un sistema formal y uno informal imprime al sector agrícola una diversidad de opciones con diferencias tangibles en cuanto a la oportunidad, costos de transacción, solicitud de garantías, manejo de información, montos y plazos. En este sentido, se presentó la necesidad de estudiar como se estructuran y funcionan las instituciones que financian al sector primario de producción. El estudio se abordó a partir de la teoría organizacional, por ser un modelo idóneo para estudiar las organizaciones, a través del abordaje de los subsistemas estructura, metas y valores, tecnológico, psicosocial y el subsistema administrativo que conforman las distintas organizaciones financieras. Se determinó una muestra significativa del total de la población, representada por todas las instituciones públicas y privada que prestan ayuda financiera al agro en el estado Lara, y los principales resultados indican la gran participación del sector privado y las deficiencias administrativas de las instituciones públicas. Así como la existencia de diferencias entre las instituciones financieras que crean una oferta variada con ventajas y desventajas en cada una de las organizaciones.

    In this paper the results of a research carried out by following the modality of a descriptive study is shown with the purpose of studying the financial supply of the agricultural sector, specifically in the state Lara, for a specific period.

    The agricultural financing has been deficient to cover demand with access restrictions to the producer, inopportune and with little availability. The financing policies have had little effect in the production, they have very few coordination, do not cause the harmony between the institutions, do not promote the spouting out of new institutions, on the contrary they have eliminated them.

    The presence of a formal and informal system gives to the agricultural sector a diversity of options with tangible differences as far as the opportunity, costs of transaction, request of guarantees, handling of information, amounts and terms.

    In this sense, it is necessary to study the way in which the institutions are structured and works out for financing to the primary sector of production. The study focused on the organizational theory, for being a suitable model to study organizations, through boarding of the subsystems of structure, aims and values, technological, psycho-social and administrative sub-system that conform the different financial organizations. It was determined a significant sample of the total population represented by a lot of public and private institutions that gives financial support to the agro in Lara state and the principal results show the great participation of the private sector and the administrative deficiencies of public institutions, likewise the existence of differences between the financial institutions that creates a varied offer with advantages and disadvantages in each organization.
