    La educación, la sanidad y el sistema de prestaciones se configuran como los tres pilares básicos del Estado de Bienestar. Con la aprobación de la Ley 39/2006 de Promoción de la Autonomía Personal y Atención a las Personas en situación de Dependencia (LPAPAD), muchos han visto el surgimiento de un cuarto pilar. Nace con el objetivo de ofrecer protección frente a las situaciones de dependencia personal, generando un nuevo derecho universal y acercando las políticas sociales de nuestro país a las de las sociedades más avanzadas de Europa. Este documento nos aproxima a la historia de los sistemas de protección social, con especial hincapié en el estado de bienestar y la evolución de los servicios sociales en nuestro país, para poder comprender el contexto en el que surge la LPAPAD. Se realiza una breve introducción a la ley y al Sistema para la Autonomía y Atención a la Dependencia (SAAD), a fin de facilitar que el lector pueda familiarizarse con sus contenidos y las distintas fases del proceso, para analizar en el documento siguiente el papel del terapeuta ocupacional en todo ello.

    Education, health and benefits system are the three basic pillars of the Well being State. With the approval of the Law 39/2006 of Promotion of the Personal Autonomy and Attention to the People in situation of Dependence (LPAPAD), many have seen the emergence of fourth pillar. It borns to offer protection to face to situations of personal dependence, creating a new universal right and approaching the social policies of our country to the most advanced societies of Europa. This document comes near us the history of social protection systems, with special emphasis on the well-being state and the evolution of social services in our country, in order to understand the context in which LPAPAD arise. Is a brief introduction to law and System for Autonomy and Attention to the Dependence (SAAD), to facilitate that the reader can familiarize whit its contents and the different stage of the process, to analyze in the following document the role the occupational therapist in all it.
