Resumen de Influencia de las TIC en la gestión urbana actual: situación en los ayuntamientos españoles

  El ayuntamiento es, entre las distintas administraciones públicas, la más cercana al ciudadano y ocupa una posición privilegiada en cuanto a la capacidad de proporcionar servicios públicos. Desde la democracia y los posteriores procesos de descentralización, las administraciones locales han ido asumiendo cada vez más servicios cuya competencia corresponde a otras administraciones. Este trabajo analiza el grado de penetración de las TIC en las administraciones municipales a partir de la valoración de la calidad de los servicios ofrecidos por vía electrónica. El estudio se centra en tres características: accesibilidad, transparencia y participación.

  Los resultados reflejan la existencia de carencias en la participación y problemas relacionados con la diversidad en el tamaño de los municipios y la brecha digital.

  The local government is, out of all the other public institutions, the closest to the citizen and has a privileged position regarding its capacity to provide public services.

  Since the beginning of democracy and the descentralization process, the local government has taken on more and more services which used to be the domain of other public institutions. This paper analyses the degree of penetration of ICT in the local government by assessing the quality of the online services.
