Resumen de Modernidad, riesgo indeterminado y democracia

  En el presente artículo se defenderán tres tesis básicas. En primer lugar, la radicalización y globalización de la modernidad, con la consecuente alteración del orden internacional, la descentralización del Estado como agente único y garante de este orden y la aparición de «modernidades alternativas». En segundo lugar, al describir las estructuras temporales propias de la modernidad se descubre que el riesgo es un concepto plenamente moderno y que dista del concepto de riesgo actual. Se caracteriza éste como un riesgo indeterminado, frente al riesgo calculable, por tanto previsible, de la primera modernidad. En tercer lugar, esta transformación del riesgo en un evento indeterminado y el paso de una modernidad estato-nacional occidental a una transnacionalización de la modernidad, tiene unos efectos concretos en la democracia como sistema de gobierno y ethos compartido: el deterioro de las instituciones nacionales en que se encarnaba y la dificultad de construir un nosotros estable.

  I will defend three basic arguments in the present article. First, that modernity has radicalised and globalized, with the consequent disruption of international order, the decentralization of the government as a single agent and guarantor of order, and the emergence of «alternative modernities». Second, the description of temporal structures inherent to modernity reveals, that risk is a fully modern and far from the concept, different to the current notion of risk. It is now characterized as an undetermined risk, compared with the calculated risk and, therefore predictable as used during the first modernity. Third, this transformation of risk in an undetermined event, and the transition from western of statal-national modernity to a transnationalization of modernity, has produced some specific effects on democracy as a system of government and shared ethos: the deterioration of the national institutions that embodied democracy and the difficulty of building a stable «us»
