Resumen de Presas y Cambio Climático

Desde hace ya algún tiempo, se vienen manejando dos conceptos que se introducen cada vez más en nuestro vocabulario cotidiano. Estos dos conceptos son �desarrollo sostenible� y �cambio climático�. De hecho, ICOLD (�International Commission on Large Dams�), se ha hecho eco de la importancia de estas dos ideas creando dos nuevos comités técnicos (denominados �Presas y Desarrollo Sostenible� y �Presas y Cambio Climático�), que han sido recientemente refrendados en el �Annual Meeting� de Sofía (Bulgaria) en Junio-2008. Respecto al tema del �Agua y Desarrollo Sostenible� poco se va a comentar aquí. Sólo se quiere apuntar su gran importancia, puesta de manifiesto magníficamente como eje central de la recientemente clausurada �Expo� de Zaragoza (Junio - Septiembre de 2008). Tampoco hay hoy Congreso, Reunión Técnica o Simposio en el que no se trate el tema del �Cambio Climático�. Como ejemplo, dentro del ámbito de las presas, este tema ha estado presente en dos acontecimientos muy recientes (ambos en Octubre-2008): �Hydro 2008� (Ljubljana, Eslovenia) y �High-level International Forum on Water Resources and Hydropower� (Beijing, China), abarcando los aspectos tanto de investigación hidrológica, implicaciones para las infraestructuras hidráulicas existentes y posibles actuaciones para paliar los efectos de sequías y avenidas.

For some time now, two concepts have been gaining ever-increasing presence in our day-to-day vocabulary. These two concepts are �sustainable development� and �climate change�. In the light of the importance of these two questions, the ICOLD (International Commission on Large Dams) has created two new technical committees (under the names of �Dams and Sustainable Development� and �Dams and Climate Change�) which were recently endorsed at the Annual Meeting in Sofia, Bulgaria in June 2008. With regard to the subject of �Water and Sustainable Development�, little will be added here and reference will purely be made to the great importance of this question and its magnificent illustration as the central theme of the recent Zaragoza Expo (June � September 2008). Similarly, no Conference, Technical Meeting or Symposium held today fails to deal with �climate change�. By way of example and within the specific focus of dams, this question was very much to the forefront in two very recent events (both held in October): �Hydro 2008� (Ljubljana, Slovenia) and �High-level International Forum on Water Resources and Hydropower� (Beijing, China), and covered aspects such as hydropower research, implications for existing hydraulic infrastructure and possible action to offset the effects of drought and flooding.
