    L'estructura federal deis Estats Units i els factors històrics que han intervingut en la seva configuració no es poden traslladar literalment al complex mosaic plurinacional europeu, pero sí que poden ser prou útils per a fonamentar punts de vista nous i enriquir el debat entorn del desenvolupament institucional de la Unió Europea. L'autora dedica la part central del seu estudi a explicar la gènesi i l'evolució del sistema constitucional federal deis Estats Units i de les seves institucions al llarg deis darrers dos-cents anys, i descriure el funcionament actual deis múltiples nivells territorials en la formulació de les politiques públiques. L'article conclou amb unes reflexions critiques sobre els conceptes de "governança multinivell" i "poliarquia deliberativa", que han estat objecte de treballs recents realitzats als Estats Units, els autors deis quais han hagut de recórrer a l'àmbit de la Unió Europea per a explicar com el poder politic s'està desplaçant des de l'Estat cap a altres nivells i àmbits de decisió.

    The federal structure of the United States and the historic factors that have intervened in its configuration cannot be translated to the complex European multinational mosaic, but they may be very useful for underpinning new points of view and enriching debate around the institutional development of the European Union. The author devotes the main part of her study to explaining the genesis and evolution of the federal constitutional system of the United States and its institutions over the last two hundred years, and describes how the multiple territorial layers currently operate in public policy-making. The article concludes with some critical food for thought on the concepts of "multilevel governance" and "deliberative polyarchy" which have recently been addressed by other works in the United States, whose authors had to resort to the European Union, to explain how political power is shifting from the State to other levels and areas of decision.
