    US cooperation in Azerbaijan is one of the good example « soft power ». In the first decade after independence, it enabled Washington to significantly influence political and strategical decisions underlying major economical projects and oil deals, which significantly modified this region’s future. The limits of this power of influence relating either to Washington’internals political contradictions or to the limits imposed by Azerbaijani authorities for the sake of a balanced diplomacy, undermined Washington’s initially prominent position in this country. Since the « 09-11 » the relationship between the two countries is profoundly marked by a certain come back to hard power practices including Washington’s strong wish to reinforce its military presence in Azerbaijan, an outpost of Iraq, neighbour of Teheran and a key element of the regional energetic infrastructures.

    La coopération américaine en Azerbaïdjan est un bon exemple des vertus et des limites de la stratégie du « soft power ». Grâce à cette approche, dans les premières années de l’indépendance de ce pays Washington a pu considérablement influencer les décisions politiques et stratégiques à l’origine des grands projets économiques et contrats pétroliers qui ont profondément modifié le destin de cette région. Les limites de ce pouvoir d’influence, inhérentes aux contradictions de la politique américaine ou imposées par les autorités azerbaïdjanaises dans le cadre d’une diplomatie d’équilibre, ont néanmoins altéré la position initialement prééminente de Washington. À la suite des attentats terroristes de 2001, la relation entre les deux pays est marquée par un certain retour aux pratiques du « hard power » se traduisant par le souhait américain de se positionner militairement en Azerbaïdjan, avant-poste de l’Irak, mais également voisin de l’Iran et élément pivot du dispositif énergétique régional.
