Resumen de Perception et traitement de l'aide internationale en Asie centrale depuis 1991: trajectoire d'une suspicion

  Asia since 1991 : the journey of a suspicion The opening of post-soviet Central Asia should be considered in a historical dimension which takes into consideration the land-lock situation during the Soviet Union. During the Soviet time, the ideology developps an indeology where the West was presented as a vector of contamination (in term of ideas, etc.). It is necessay to pay attention to this historical background in order to understand the current attitudes among the post-sovieti independant central asian States. The cooperation with the westeners especially in the field of the democratization generate some forms of suspicion and crispation. The recent decisions to limit the activities of some western NGO which played a key role in the social sphere, open this society to islamic transnational mouvements influences which occupied the social field in a context where the central asisan States and western cooperation are deficient. This situation will probably occur new problems to central asian societies in the future and will obliged governement to reevaluate their cooperation with the West.

  L’ouverture de l’Asie centrale postsoviétique s’inscrit dans une histoire de la fermeture du moins théorique véhiculé par un pouvoir soviétique qui construit l’image d’un étranger vecteur de contamination. C’est en tenant compte du poids de l’histoire que l’on peut comprendre les formes de résistance que suscite la coopération avec l’Occident. La coopération occidentale notamment liée à la démocratisation a suscité une suspicion pour finalement se cristalliser en véritable crispation suite aux événements d’Andijan. La fermeture à la coopération matérialisée par l’arrêt d’activités d’ONG jouant un rôle dans le domaine social laisse le champ libre à des mouvements islamiques transnationaux occupant le terrain laissé vacant par les Occidentaux et les États centrasiatiques. Cette situation place les États d’Asie centrale dans une situation inédite qui risque de les amener à réviser leur perception de la coopération avec l’Occident.
