Foreign military operations, that used to be legal and legitimate in the past, have seen their meaning change totally during the Twentieth Century after the prohibition of the use of force in international relations. However, they have not disappeared but have taken a new meaning and significance. For France, they represent a way to continue existing as a major power though it tries to give its foreign operations a mission of general interest. It seems necessary that they should be launched within a legal and multilateral framework and that they should appear legitimate in public opinion. Also, foreign operations that last too long risk being contested from within the country and resisted, even militarily, from outside.

Les opérations militaires extérieures, autrefois totalement légales et légitimes, ont changé de signification au xxe siècle avec l’interdiction du recours à la force dans les relations internationales ; elles n’ont pas pour autant disparu mais ont changé de sens et de signification. La France y voit un moyen de continuer à exister comme puissance, mais essaie de donner une mission d’intérêt général à ses opérations extérieures. Il semble nécessaire qu’il y ait un cadre légal et multilatéral et qu’elles apparaissent légitimes à l’opinion publique, reste que les opérations qui durent trop longtemps risquent d’être contestées à l’intérieur et combattues, y compris militairement, à l’extérieur.
