La contraposición de territorios entre Bilwi y Karatá-Bloque de las Diez Comunidades: una visión desde la escala municipal y comunitaria

    Puerto Cabezas es uno de los ocho municipios que integran la Región Autónoma del Atlántico Norte, y capital regional de esta. Fue creado en 1929, sobre territorio indígena mískito, que - dando su casco urbano, Bilwi, establecido sobre territorio de la comunidad Karatá y del Bloque de las Diez Co - munidades. Esta situación ha dado lu - gar a la existencia de problemas terri - toriales entre ambas comunidades, pe - ro también entre estas y la municipalidad debido a que la última carece de un territorio para administrar. Esta realidad es la que nos ha permitido cons - tatar cómo se contraponen los modos de territorialización: el que efectúa el Estado por medio de la división político-administrativa del territorio nacio - nal; y el que establecen los habitantes directamente sobre el territorio sobre el cual desarrollan si cotidianidad. Es - tas experiencias sirven para observar los problemas que se suscitan entre las comunidades y a lo interno de estas, por la carencia de límites claramente establecidos.

    Puerto Cabezas is one of the eight municipalities that constitute the Autonomous Region of the Nort - hern Atlantic. It is also the capital of this region. It was created in 1929 on Miskitu Indians territory .

    Its urban settlement lies on the te - rritory of the Karatá community and the Block of the Ten Communities. Out of this situation, pro - blems arouse around the territory between these two communities.

    These problems also af fected the relations between the two commu - nities and the local government that does no have any territory to administrate. This reality has allo - wed us to ascertain two dif ferent manners how territory is contro - lled: the Nicaraguan State appro - priates itself of the territory th - rough the political administrative division it establishes on it while the inhabitants appropriate them - selves through their daily actions.

    In experiences like this one, it is possible to see the problems that arise between and within commu - nities, due to the absence of clear territorial delimitation.
