Resumen de El diagnóstico y el diseño de la democracia

En este artículo, el autor sostiene que las reglas democráticas no son inamovibles. Menciona ejemplos de reformas en el pasado y defiende la posibilidad de realizarlas también en el presente/futuro. Para ello, resulta necesario en todo momento el mantenimiento del respeto de los ciudadanos y de la legitimidad de las instituciones democráticas. En la segunda parte de este trabajo, se enumeran una serie de recomendaciones o modificaciones específicas de las reglas democráticas, divididas en tres bloques (ciudadanos, representantes y gobernantes), demostrando su factibilidad e indicando las posibles consecuencias positivas para el funcionamiento de las democracias realmente existentes.

In this article, the author status that democratic rules are not immovable. He refers to instances of reforms in the past and argues for the possibility of making others in the present/future. For this, it is absolutely necessary to keep the respect of the citizens and the legitimacy of the democratic institutions. In the second part of this work, a number of specific recommendations or modifications to the democratic rules are listed, in three blocks (citizens, representatives and rulers), proving their feasibility and indicating the potential positive consequences for the functioning of the real existing democracies.
