    • We intend to demonstrate that in H., 1,4 Tacite presents incidentally and in synthesis the methodological principles that prevail afterwards in the whole work. In agreement with these principles, the historian concentrates his historical observation on the following points of attention: urbs, mens exercitus, habitus prouinciarum. The way to consider these themes is expressed in these words from the same passage: quid... ualidum quid aegrum fuerit. According to this formula, it is necessary to penetrate into the deep sense of the facts. To do this Tacite avails himself of several means with which he intermittently breaks the merely expositive level of the facts. These are among others: the epiphoneme, the programmatic sentence, the speech in its different forms, the appeal to the rumour, the simple adjectivation, etc., with these methods Tacite involves the reader in the interpretation of the facts looking above all for the secret intentions which are hidden in human behaviour.
