The article correlates levels of integration in the World Health Organization, the World Trade Organization, NAFTA, and the European Union with the scope and intensity of the discourse about the "democracy-legitimacy deficit." It explores measures that might reduce the deficit through action in the national legal orders of the member states as well as within the four organizations and concludes by offering some possible "palliatives" and "grand and desperate cures" with implications for other international organizations and regimes.
