The principle of 'one man, one vote’ implies both the universal character of suffrage and its equality. The present geographical distribution of the members of Parliament clearly violates the rule established by the Constitutional Council according to which districting should be carried out ‘on essentially demographic criteria’. Yet, this violation cannot be sanctioned.

Le principe « un homme, une voix » implique à la fois l’universalité du suffrage et son égalité. La répartition géographique actuelle des députés viole manifestement la règle fixée par le Conseil constitutionnel suivant laquelle le découpage des circonscriptions doit se faire « sur des bases essentiellement démographiques » sans que cette méconnaissance puisse être sanctionnée.
