    En los últimos años las políticas tecnológicas están realizando un esfuerzo para diseñar sistemas de innovación regionales. Este trabajo pone de manifiesto la relevancia que un conjunto de medidas, agentes e infraestructuras tienen en territorios menos desarrollados para abordar el cambio industrial. Una trayectoria marcada por la especialización en sectores maduros así como la debilidad de redes de actores que impulsen procesos de innovación, son las notas dominantes que se han encontrado en las regiones Objetivo 1 del noroeste español. A pesar de las diferencias observadas, también existe una cierta continuación de agentes y sectores industriales. El cambio tecnológico e industrial es conducido por empresas existentes que apoyadas en nuevos factores e infraestructuras seleccionan y adaptan las tareas productivas al nuevo paradigma informacional.

    In the last years the technological politicians are carrying out an effort to design regional innovation systems. This paper shows the relevance that a group of measures, agents and infrastructures have in less favored territories for the development to approach the industrial change. A trajectory marked by the specialization in mature sectors as well as the weakness of actors' nets that impel innovation processes, is the dominant notes that have been in the regions Objective 1 of the Spanish northwest. In spite of the observed differences, it also exists a certain continuation of agents and industrial sectors. The technological and industrial change are driven by existent companies that supported in new factors and infrastructures select and they adapt the productive tasks to the new paradigm informacional.
