Se analiza la evolución de la población activa y ocupada del País Vasco durante el quinquenio 1981--1986, resaltando el proceso de terciarización que se observa en este período. Seguidamente, se pasa a examinar las funciones que ejercen los distintos municipios de la Comunidad, basándose en el índice de Nelson, con el fin de establecer una clasificación de los mismos. Las diferentes especializaciones y su grado de intensidad se relacionan con el tamaño de los municipios y con su localización geográfica
The evolution of the active and ernployed population in the lustrurn 1981-1986 is analysed, rernarking the increasing proccess of the tertiary sector, that is observed in this period.
After that, the functions that are carried out by the diverse city-councils are closely exarnined, under the Nelson's index, in order to stablish a classifications of thern.
The different specializations and thier degree of intensity are connected to the city-councils size and their geographical localization.
