    The general agreements affecting a region can be distinguished from the special agreements that concem countries. The new generation of agreements dates from the Barcelona Conference of 1995 and the three themes (political, economic and socio-cultural) treated in that meeting have been reflected in the special agreements. The latter concem Tunisia, Morocco and an interim agreement with the Palestinian Authority, which is however considerably handicapped by the Israeli occupation. Negotiations are under way with Jordan, Egypt, Lebanon, Algeria and Syria. The macro-economic effects are decidedly not positive for the Southem Mediterranean countries, as they gamble on the future. No ºreal progress can be envisaged without concem for the impoverished sectors of the population, regional integration, social safety nets, transparent institutions and State reform.

    On distingue les accords généraux impliquant une région, des accords particuliers concemant des pays. Lanouvelle génération date de la Conférence de Barcelone, en 1995. Les trois volets de Barcelone (politique, économique et socioculturel) sont répercutés dans les accords particuliers. Ces demiers concement la Tunisie, le Maroc et un arrangement intérimaire avec !' Autorité palestinienne, considérablementhandicapé par I' occupation israélienne. Des négociations sont en cours avec la Jordanie, l 'Egypte, le Liban, I 'Algérie et la Syrie. Force est de constater toutefois que les effets macroéconomiques de ces accords ne seront guere positifs pour les pays méditerranéens du Sud. lis constituent surtout un pari sur le futur. Aucun progres réel ne pourra etre envisagé s'il ne se fonde pas sur une attention aux secteurs paupérisés, surune véritable intégration régionale, des filets de sécurité, des institutions transparentes et une réforme des Etats.
