    A number of different official definitions of indigenous peoples are current today, and this gives rise to certain controversies. For example, the Intemational Labour Organization' s Convention 169 of 1989 gives two definitions - one cultural and one historical - of indigenous peoples (no longer 'populations'), tribals and semi-tribals, which break with the patemalistic and integrationist approach developed in the previous convention of 1957. Without actually specifying the notion of "right to self-determination", the current project ofthe United Nations Declaration of Indigenous Rights also gives an extensive definition of the cultural, social and economic rights of autochthonous people which have to be recognized. As there is no incompatibility between these intemational texts and the general spirit of tribal policy in India, it would be in the interest of this country to play an active role at the intemational level in promoting tribal values and the recognition of indigenous rights. Unfortunately, the Indian political and economic elite, pursuing its own interests, does not respect declarations of principies and continues to exploit the riches of tribal regions.

    Diverses définitions officielles des peuples indigenes coexistent aujourd'hui et alimentent certaines controverses. La convention 169 de l'OIT de 1989 présente ainsi une double définition (culture lle et historique) des peuples (et non plus des populations) indigenes, tribaux et semi-tribaux en rupture avec l'approche patemaliste et intégrationniste développée dans une convention antérieure datant de 1957. Sans pour autant utiliser spécifiquement la notion de «droit a l 'autodétermination», l'actuel projet des Nations unies de Déclaration des droits indigenes propose lui aussi une définition extensive des droits culturels, sociaux et économiques a reconnaitre aux peuples autochtones. Parce qu'il n'y a pas d' incompatibilité entre ces textes intemationaux et I' esprit général de la politique tribal e del 'lnde, il serait dans l 'intéret de ce pays de participer activement sur le plan intemational a la promotion des valeurs tribales et a la reconnaissance des droits indigenes. En Inde, hélas, I 'élite politique et économique, guidée par ses pro pres intérets, ne respecte pas les déclarations de príncipes et continue a exploiter les richesses des régions tribales.
