La política exterior de Estados Unidos hacia los países andinos está enraizada en una agenda regional, pero se instrumenta y procesa de manera bilateral. Sus principales preocupaciones están centradas en la inestabilidad de países como Ecuador, en la orientación ideológica de gobiernos como el de Bolivia y, sobre todo, en los avances del libre comercio y la evolución del conflicto colombiano. Se trata, por lo tanto, de una agenda limitada a temas de seguridad y comercio, que no tiene en cuenta la complejidad y los matices de los graves problemas andinos. Pero no todo es responsabilidad de Washington: los gobiernos de la región han desplegado una política básicamente reactiva y han hecho muy poco por construir una instancia para procesar sus intereses de manera compartida.
United States¿ foreign policy towards the Andean countries is rooted in a regional agenda but it is applied and processed country by country. The main concerns are centered in the instability of countries like Ecuador, the ideological orientation of countries like Bolivia but, above all, in the introduction of free trade and in the way in which the colombian conflict develops. It is an agenda limited basically to cuestions of security and trade and does not take into account the complexity and nuances of the underlaying problems of the region. But responsability cannot be attributed exclusively to Washington: the governments of the region have adopted policies which are basically defensive and have done little to build mechanisms capable of processing their concerns together with the US.
