China en el norte de América: la relación con México y Estados Unidos

    China y México comparten rasgos históricos comunes: se trata de naciones pluriétnicas, construidas a partir de políticas estatales, con instituciones herederas de dos revoluciones fundamentales del siglo XX. A pesar de estos rasgos similares, los intentos de modernización y apertura económica de los últimos años han resultado en evoluciones muy diferentes: en México, el creciente pluralismo democrático no ha derivado en una política exterior consistente; en China, el férreo control del poder por parte del Partido Comunista fue clave para una exitosa estrategia de inserción internacional. Luego de analizar ambas experiencias, el artículo evalúa los vínculos bilaterales y la relación con Estados Unidos, y concluye que México tiene mucho por hacer para ponerse a la altura de su socio y competidor asiático.

    China and Mexico have common historical features: they are both pluri-ethnic nations; in both the State has had a preeminent role in forging the nation; with institutions inherited from two of the most important revolutions of the twentieth century. Nevertheless, their efforts to modernize and open up the economy during recent years have followed very different paths: in Mexico, the growing democratic pluralism has not favored a consistent foreign policy; while in China, the tight control of the Communist Party was crucial for a successful strategy of international insertion. After analyzing both experiences, the article reviews their bilateral links and the relationship with the United States, concluding that Mexico has a great deal to learn in order to emulate its Asiatic competitor and partner.
