China y América Latina: estrategias bajo una hegemonía transitoria

    Influenciada por el pensamiento realista de las relaciones internacionales, el nacionalismo y el marxismo-leninismo, la política exterior china ha experimentado una fuerte reorientación en los últimos años. Uno de sus nuevos objetivos estratégicos consiste en profundizar los vínculos con América Latina en un nivel más comprensivo, integrando el plano gubernamental con las relaciones con otros actores, como partidos políticos, sindicatos y asociaciones de la sociedad civil: la creciente cooperación militar es un ejemplo de esta nueva política. Aunque América Latina no debe olvidar la importancia de la competencia sino-estadounidense, ésta tampoco debe ser vista como un obstáculo insalvable: la hegemonía de Estados Unidos es transitoria y los beneficios económicos de fortalecer los lazos con China hacen necesario asumir riesgos calculados en el plano político.

    Influenced by the Realist school of International Relations, nationalism and Marxism-Leninism, Chinese foreign policy has undergone a marked reorientation during recent years. One of the new strategic objectives is to strengthen links with Latin America at all levels, integrating the government level with the encouragement of relations with other actors, like political parties, trade unions and associations of civil society: the increasing military cooperation is an example of this new policy. Although Latin America cannot ignore the importance of Chinese competition with the United States, this cannot be considered an insuperable obstacle. United States¿ hegemony is transitory and the economic benefits of closer ties with China mean that it is necessary to take calculated political risks.
