Un viejo chiste dice que Paraguay es un territorio argentino dentro de Brasil. Durante años, el país implementó un juego diplomático de oscilación entre sus dos grandes vecinos, un modo de paliar sus desfavorables condiciones económicas y ganar cierta autonomía. Con su ingreso al Mercosur, Paraguay se vio obligado a subir sus aranceles, perdió mercados externos y vive sometido a la inestabilidad financiera de los socios mayores. En estas circunstancias, el país inauguró una nueva política pendular: ya no entre Argentina y Brasil, sino entre el Mercosur y el ALCA.
An old joke says that Paraguay is an Argentine territory inside Brazil. For years, the country has been involved in a diplomatic game of playing off its two large neighbors, in order to compensate its unfavorable economic situation and preserve some degree of autonomy. With its incorporation into Mercosur, Paraguay was obliged to raise its tariffs, it lost foreign markets and was exposed to the financial instability of its larger partners. In these circumstances, and despite the progressive postures of its President, the country has once again resorted to its traditional ambiguity: but now not between Argentina and Brazil, but between Mercosur and the FTAA.
