    The Chambonchard dam is a good example of failed great project. It was programmed at a time when culturally this type of work corresponded to a particular vision of regional planning. The project's announcement did not cause much opposition ; it was not anyhow supported by a clear and pressing need. Justifications multiplied, sometimes contradicting one another. When the project was laundered again by action of a structured and determined organization, the economic situation was no longer the same and the vision of society for this type of installation had changed : this project is firmly opposed by ecologists. After nearly coming to life, the project was abandoned ; in the public opinion and public policies it probably marks a new reading of the environment.

    Le barrage de Chambonchard est un exemple de grand projet avorté. Il fut programmé à une période où, culturellement, ce type d'ouvrage correspondait à une vision de l'aménagement du territoire. Au moment où sa création ne suscitait pas d'opposition, le projet ne fut pas porté par un besoin clair et impérieux. Les justifications se sont multipliées, parfois en se contredisant. Lorsque l'idée de barrage est relancée par un organisme structuré et déterminé l'EPALA , la donne économique n'est plus la même et le regard de la société sur ce type d'aménagement est en train de changer : le projet est alors vigoureusement contesté par les écologistes. L'abandon récent, après une quasi naissance chaotique, marque probablement dans l'opinion et les politiques publiques une nouvelle lecture de l'environnement.
