This paper presents a detailed introduction of the science and technology (S&T) reform in China. It then explains major policies and programs which play important roles in supporting the reform. Through an analysis on the impact of the S&T reform on the national innovation system of China, it concludes that it has been effective in motivating the universities and research institutes, building up the innovative capacities of enterprises, and promoting the universities and research institutes-industry linkages. The paper also points out that there still exist problems of concern over the system in China and the long run effects of the S&T reform need to be further examined.
