This article analyses the discussion, during the first Mexican Constituent Congress, about the creation of territorios federales, political territories without sovereignty, different from the sovereign states which were the constituent parts of the new Mexican nation. The objective is to understand the main legal, political and administrative contradictions and problems that could result in the establishment of this kind of territories in the process of building a federal republic, as well as the difficulties in the domestic administrative operation of the territorios federales.
