Colombia es un Estado inviable porque su actual organización es incapaz de resolver los problemas que agobian a la población. Es necesario convertirla en un Estado viable y para tal fin, se requiere desprendernos de las formas de pensamiento que crearon el problema y mirar la realidad de una manera nueva. El Estado regional unitario ofrece una alternativa histórica entre el Estado Federal que ya ensayamos en la época de MOSQUERA, con escasa fortuna, y el Estado centralista de NÚÑEZ y CARO que nos está ahogando. El cambio de pensamiento deberá reflejarse en un cambio estructural en el manejo del Estado.
