En el primer apartado se analiza y cuestiona cómo una visión del mundo (la neoliberal), pudo asumirse en México y Latinoamérica con tanta facilidad; y cómo las promesas que dicha visión vertía han sido falsas. Después se analiza cómo esta visión se traduce en prácticas que dominan a las políticas públicas en los diversos países. De ahí pasamos a referir el daño causado a México durante los últimos treinta años. Esta problematización nos lleva a propugnar por una reforma del Estado, que sea más celosa en la vigilancia de la apertura económica y atienda el problema de la deuda externa. En ello nos apoyamos para hacer una crítica al llamado proyecto nacional del cambio, pues en el proyecto del ejecutivo no hay indicios de preocupación por un tratamiento más nacionalista del problema de la deuda externa; la que al lado de la deuda interna, hace casi imposible cualquier proyecto nacional de desarrollo. De ahí que finalmente propugnamos, por una parte, por que dicho problema sea elevado a prioridad en el Congreso de la Unión, y en la agenda de la reforma del Estado; para intentar frenar o atenuar al menos, la usura financiera internacional que sufrimos todos los mexicanos.

In the first section it is analyzed and it questioned how a vision of the world (the neoliberal one), could be assumed in Mexico and Latin America with as much facility; and how the promises that this vision spilled have been false. Later it is analyzed how this vision is translated in practices that dominate to the public policies in the diverse countries. Of we happened there to refer the damage caused to Mexico during last the thirty years. This problematización takes to us to advocate by a reform of the State, that is more jealous in the monitoring of the economic opening and takes care of the problem of the external debt. In it we leaned to make a critic to the call national project of the change, because in the project of the executive there are indications of no preoccupation by a more nationalistic treatment of the problem of the external debt; the one that next to the internal debt, makes any national project almost impossible of development. For that reason finally we advocated, on the one hand, so that this problem is elevated to priority in the Congress of the Union, and in the agenda of the reform of the State; in order to try to restrain or to attenuate at least, international usury financial that we underwent all the Mexicans.
